If a client receives an email with the download link, but can't download right away... and when they re-attempt to download the link has already expired. Is there a way to provision a new download link and email a client without going through the payment process again?

Yes. They let you know, and you use the Admin Functions panel to send them a new set of links. This is the most desirable situation, because it should only happen on rare occasions, and puts a discerning "man in the loop." If it happens too frequently, you need to either increase the expiry of the encrypted links, or determine if something "strange" is going on.
