Download Limit Count not recognising previous downloads

I have set the download limit count to 1 (expry time is 48hrs). I have also set my cart to display the links on a thank you page as well as in an email. If I download the file from the thank you page, I can still download it from the email. Shouldn't it be one download regardless of which method I choose?

The Thank You page download link is a courtesy for those who can't wait for the email. The Thank You page link should not count, because if something "goes wrong," they will have the email as a backup.
