Thanks for posting it... looks like in your case it is the "Fund not cleared" issue so taking care of that will fix it.

What if I don't have a Sandbox account? How is it that I'm receiving 'Pending Payment Received' email?

You most likely have "Review Payments" option turned on in your PayPal profile.

I have had an identical issue. Can someone outline where in the Paypal Profile we can find this setting? I have had a good root around and can't find it.

Are you receiving pending payments? If you are receiving pending payment then you should checkout this post first:

It certainly helped me - as soon as I turned both Sandbox email accounts (Payment Review) to disabled, it worked.
